Pact’s Mines to Markets Signature Initiative helps mineral-dependent communities to acquire long-lasting advantages from the more sustainable exploitation of the natural resources around them. Pact approaches its work in the mining industry holistically, tying mining to livelihoods, governance, health, the environment, and the improvement of local, regional, and national institutions. Currently engaged in eleven countries, the M2M initiative works with all mining levels, from large-scale industrial operations (LSMs) to individual artisanal and small-scale miners (ASMs) and their communities in remote locations. Position Summary
Funding the U.S. Department of Labour’s Bureau of International Labour Affairs, Pact is looking for a gifted and experienced MERL Officer to be central in the recently awarded Watoto ni Hazina (or Children are Treasure) Project. The initiative will equip government and civil society to lower child labour and advance decent working conditions in gold mining towns in the Geita area of Tanzania.

Important Accountabilities
The successful applicant may have certain responsibilities to fulfil, including:

Lead M&E systems design and implementation to efficiently monitor, inform, and improve implementation and impact of the USDOL-funded project.
designing, building, and running project M&E systems from start to closeout phases.
organising and overseeing several studies, including case studies, labour force surveys, baseline studies, performance reviews, and research on gender/diversity.
Design and control several disaggregation variables—including gender and age—for database systems and participant monitoring.
Lead-in indicator design, target setting, database management, designing M&E and/or performance monitoring strategies, and
Create and distribute data-collecting instruments, enter data, clean data, process, and analyse data.
Oversaw and gave continuous instruction to other M&E team members. Two or more Tanzanian sub-recipients, field officers,
Consult USDOL as directed by the project director. This post could include yearly trips to Washington, DC.

Essentials
Bachelor’s or master’s degree in statistics, population analysis, public policy, international development, economics, or an allied discipline. Ten (10) years or more of related job experience; master’s degree or bachelor’s plus an advanced certificate in M&E, statistics, economics, or international development preferred.
a minimum of five years of professional experience in a senior M&E role in charge of carrying out M&E projects for international development.
Four minimum years of managerial experience
Capacity to respectfully and humbly interact with several very vulnerable groups.
The perfect applicant would have thematic knowledge in issues like forced labour or child protection. Your application should obviously record any experience with child protection or forced labour.

Although ASM communities will be the hub of this project, no past mining knowledge is needed.

The candidate’s expertise and credentials will guide the remuneration for this post, which is in line with local office rates.
