Background:
With its goal “to improve the health of people by partnering with and empowering communities and strengthening health systems,” Amref Health Africa—Tanzania is an autonomous, non-profit, non-governmental organisation (NGO). Implementing many initiatives, including HIV/AIDS/TB/malaria, reproductive, maternal, newborn, and child health, water and sanitation, and clinical outreach, Amref Health Africa-Tanzania is mostly supported by multilateral, bilateral, and national donors.
Emphasising the need of protecting high-risk populations and youth and preparing for future emergencies, Amref Health Africa – Tanzania, with funding support from the MasterCard Foundation and technical assistance from Africa CDC, implements the Phase II Saving Lives and Livelihood project to support the country’s transitions from the COVID-19 emergency response to routine vaccination efforts. Through current healthcare systems, the COVID-19 vaccine will be combined with regular immunisation programs to guarantee skilled staff at primary health centers. Important timescales include quick implementation to reach zero-dose children, continuous assistance for priority groups, and regular interval milestone assessments tracking of development. Job Title: Project Technical Coordinator Directorate/Unit: SLL Project
Reports to: Project Manager Duty Station: Dar es Salaam
The Project Technical Coordinator will give technical direction to Regional Project Officers and general technical coordination of all facets of the project. S/he will speak for the project and Amref to several technical working groups, both nationally and locally.
Particular Activities and Obligations
Technical direction should be given to the project team all through the implementation; national guidelines and standard operating procedures should be ensured for availability and use; help in aligning project implementation modalities in line with government guidelines and direction; ensure the implementation of interventions in all project regions conforms to project objectives. Supported adaptation and roll-out of best practices into project areas as learnt from other regions; introduced new initiatives and innovations collected from evidence-based approaches and lessons from other countries of similar context; developed project technical reports, briefs, and documentation of best practices.
Technical representation of the project should be given to the donor and government stakeholders; participation in technical working groups and sharing of project implementation lessons will help to increase the contribution of the project; technical support should be given to RHMT and CHMT in the execution of project interventions.
Supervises regional project officers to ensure they follow Amref policy and regulations; provides technical advice, mentoring, and coaching; drives the Amref staff culture initiatives to improve cooperation across the organisation.

Job Title: Region Project Officers (2) Directorate/Unit: SLL Project

Job Summary
Working closely with Region and Council Health Management Teams (R/CHMTs), the Region Project Officer will offer general coordination and monitoring of the execution of project activities in the specific region. Particular responsibilities and obligations Organisation
Timely processing of payments for vaccinators and government officials; coordinate implementation of integrated delivery of vaccination services in the region, including facility-led outreaches, campaigns, and supportive supervision; key liaison and project contact person with RHMT and CHMT in the project region.
Working with the Region and District Immunisation and Vaccine Officer (R/DIVO), vaccine supply monitoring, including COVID-19, guarantees the availability of vaccinations, including COVID-19 vaccines, at the Region and District Vaccine Store (R/DVS) and at the level of the health facility always.
Work with R/DIVO to support the distribution and redistribution of vaccines from RVS to DVS and to the health facilities; conduct daily vaccine stock monitoring at RVS, DVS, and health facilities; assist R/DIVO in the project of vaccine usage for a prompt replacement and minimising waste.
Project Tracking and Documentation
• Make sure the facility level and the outreach teams have access to data-collecting instruments. Support health facilities in the timely submission of their daily reports; review presented reports at the council to ensure data quality and accuracy; review compiled data at the region level to ensure consistency and accuracy before submission to the IVD program; ensure vaccination data is timely entered into a database (VimS, Chanjo COVID) to avoid needless data processing backlogs.
Prepared regional monthly, quarterly, and semi-annual narrative reports and sent them to the project manager for compilation and submission to the donor; conducted weekly performance progress reviews with RHMT and CHMT; prepared and submitted weekly region performance project reports to the project manager
Officer
Technical support, mentoring, and coaching will help field support staff members to properly carry out their daily activities; daily performance of field support staff will be monitored to timely identify sites requiring more attention; logistical support will be given to field support staff for the seamless execution of planned activities.
Requirements in qualifications, experience, and skills:
Minimum three years of “hands-on experience” in the monitoring and evaluation sector; health-related degree, degree in epidemiology, statistics, or social science. Experience handling COVID and immunisation campaigns will be a bonus.
• Familiarity with the Tanzania Health System, LGAs, RHMT, and CHMT; demonstrated track record of working in teams and fostering strong partnerships with relevant stakeholders at regional and district levels; demonstrated capacity to create and maintain effective working relations with LGAs, RHMT, and CHMT, government personnel, stakeholders, and local partners.
