Pact’s Mines to Markets Signature Initiative helps mineral-dependent communities to get long-lasting advantages from the more sustainable use of the surrounding natural resources. Currently engaged in eleven countries, the M2M initiative works with all mining levels, from large-scale industrial operations (LSMs) to individual artisanal and small-scale miners (ASMs) and their communities in remote places. Sponsored by the U.S. Department of Labour’s Bureau of International Labour Affairs, Pact is looking for a gifted and experienced MERL Officer to be a vital player in the recently granted Watoto ni Hazina (or Children are Treasure) Project. The initiative will increase government and civil society’s capacity to lower child labour rates and advance decent working conditions in Geita region gold mining towns.

Important Responsibilities

The qualified applicant may have certain responsibilities to perform, such as:

Lead M&E systems design and implementation to efficiently monitor, inform, and improve USDOL-funded project implementation and impact.
designing, building, and running project M&E systems from project start till closeout
organising and overseeing several studies, including case studies, labour force surveys, baseline studies, performance reviews, and gender/diverse-related research.
Design and control several disaggregation factors—including gender and age—for database systems and participant monitoring.
Lead in target setting, indicator design, database management, M&E, and performance monitoring plan development.
Create and distribute data-collecting instruments, enter data, clean data, process it, and analyse it.
Handle and give continuous instruction to other members of the M&E team. Two or three Tanzanian sub-recipients, field officers
Work with USDOL as directed by the project director. This role could call for yearly visits to Washington, DC.
Standard Needs

Bachelor’s degree in statistics, demography, public policy, international development, economics, or allied discipline.
Ten (10) years or more of related job experience; a master’s degree or bachelor’s plus an advanced certificate in M&E, statistics, economics, or international development is preferred.
a minimum of five years of professional experience in a senior M&E role in charge of carrying out M&E initiatives for international development projects.
Four years minimum of managerial experience
Capacity to respectfully and humbly interact with many very vulnerable populations.
The perfect applicant would have topical knowledge on issues related to forced labour or child protection. Please make sure your submission explicitly notes any experience with forced labour or child protection.

Although this initiative will be focused on ASM communities, no prior mining experience is needed.

The candidate’s experience and credentials will define the pay for this post, which corresponds with local office compensation ranges.
